I agree that proroguing parliament to dodge accountability as the Trudeau Liberals have done is unethical. It was also unethical when Harper pulled the same stunt – three times.
Once a party challenges and ignores parliamentary norms, as the Harper Conservatives did, it changes the rules of the game. The other parties would be silly to play by the old rules and concede an advantage to the party willing to break them.
The solution is to challenge the proroguing in the courts, as was done in Britain after Johnson prorogued parliament to avoid scrutiny over Brexit. The UK Supreme Court ruled the matter was both was both justiciable and unlawful, and parliament was forced to reconvene. A Canadian challenge to Trudeau’s proroguing failed when the Federal Court ruled it non-judiciable. And that was the end of the matter since it wasn’t appealed.
